Update Android CLDR tzdata from 2021a to 2021a3. [R]

This is IANA's 2021b associated change. Due to CLDR release calendar
decision was made to postpone this change.

There are no CLDR changes for 2021d and 2021e at the moment of writing.

This is a cherry-pick of https://github.com/unicode-org/cldr/pull/1533.
