Minor logic change to avoid unnecessary retry The original logic resulted in lots of unnecessary retry due to the argument expected_state=True. The new logic with expected_state=False can avoid this issue. Bug: none Test: locally Change-Id: I759948de69a8a211a4b3d6db47c55bf9b3d23413
