Modify the setup network steps to avoid setup network mode simultaneously. Device may not register to 5G if modify mode preference between 4G and 5G within 1s.Modify setup mode method to suitable one. Bug: 223835694 Test: Yes, locally Change-Id: Iad551c91441a26cf521606dc1ee9c19704eca414
