Add cases to check if UE detects power changes in serving and neighbor cells

return control to local (front panel) after test case ends
TelLabNeighborCellTest.py:
import set_usim_parameters
correct paths for import cell configurations
add SIM card support
correct user_params name with "s"
use "toggle_airplane_mode" function instead of "ad.droid.connectivityToggleAirplaneMode"
Tried to modify the previous test cases to match current framework, but not verified
