Fix connected test PrivacySandbox backwards-compat installation

Fixes an issue when running a connected test on a device that doesn't support privacy sandbox, but uses the PrivacySandboxPlugin checks the device providers too early causing incompatable SDK Apks to be installed to the device.

tools/base

This project contains:

  • Common libraries that are shared between any of the IDE (Android Studio), the build system (The Android Gradle Plugin) and SDK components that will be released from studio-main (e.g. the standalone SDK manager). This includes:
    • Instant-run-libraries
