Launch libnativehelper's tests to use Bazel for local builds and tests
via Atest (`atest --roboleaf-mode`).
This CL switches the build system from Soong/Make to Bazel entirely.
This should immediately result in overall speedup for local inner loop
development (e.g. incremental builds).
