sepolicy: fix sepolicy_freeze_test for ueventd.te

A small difference in the comments caused these files
to differ and fail the build at sepolicy_freeze_test:
system/sepolicy/prebuilts/api/30.0/public/ueventd.te
system/sepolicy/public/ueventd.te
