Notify client when script reaches a terminal state

CarTelemetryManager will allow clients to register a listener to receive
report ready notfications. This will help them decide when is a good
time to call getFinishedReport(). Before this change they need to pull
the report periodically and they do not know whether they will get a
report or not.

Native (C++) code format is required to be compatible with .clang-format file. Run

git clang-format --style=file --extension='h,cpp,cc' HEAD~

Note that clang-format is not desirable for Android java files. Therefore the command line above is limited to specific extensions.
