Temporally disable tombstone tests
Ramdump is temporarily disabled for all target
because recent crashkernel changes enables ramdump
only when the debug policy explicitly says so.
Temporarily disables tombstone tests for all target
until lab devices get new debug policy
which will enable ramdump on userdebug build.
