[DO NOT MERGE] Add permission checking to WifiDialogActivity
- Use getCallingPackage() to get calling package.
- Check if the calling package has ACCESS_COARSE_LOCATION or
ACCESS_COARSE_LOCATION permission.
- Only set result data to permission granted callers
