Fix FGS mode in test

Corrects testBoundByForegroundFgs to use mFgsCheckConfiguration, aligning the test with its intended purpose of testing Foreground Service (FGS) scenarios.

Removes the obsolete testBoundByForegroundOld test method (as thethe BAL codes changed to BLOCKED for this case)
