Add home controls dream complication.

This change adds a home controls chip on the dream overlay as a
complication. The chip shows when the user has devices in the home
device control panel (same as the home controls chip on keyguard).

Test: atest DreamHomeControlsComplicationTest
Test: test on device that the home controls chip on dreams is consistent
with that on the lockscreen
