Improve FrameDelayDeltaKalmanFilter interface and add more docs. This CL simplifies and documents the interface of the Kalman filter better. A simple unit test verifying the filter's convergence is added. No functional changes to the filter are intended. Future CLs will improve the data member naming and code organization.
