Fix the wrong layout in the layout test.

When we create a new WebFrameView, the bounds needs
to be transferred from the old WebFrameView. Otherwise
the new View will have (0,0) as bounds.

Add transitionToCommitted() for transitionToCommittedFromCachedFrame().
