Implement new CustomSqlTableSliceTrack track. This track simplifies how we can define custom data models and reduces a lot of implementation boilerplate (e.g. selection behavior). Migrate scroll jank tracks with custom data models to the custom SQL track as an example showcasing how the custom track can be used. Additionally remove the layoutParams from internal_layout_utils.ts since this implementation detail isn't necessary to specify. Bug: b/285085067 Change-Id: Idd2dc0a6fed5a9ba9ff473bba27ccc8c54855e92
