Use more precise value for 60fps in scroll_jank.sql Use the same value used in Chromium's latency_tracker.cc: the difference between 16ms and 16.6(6)ms is about 4% and resulted in metrics discrepancy on a benchmark. Bug: 185991751 Change-Id: Iea500510d7cf94b938afb28a40518f937964739e
