build: Expose a few more missing variables in the public config Some of our headers need the chromium flag, so we should expose it on our public targets. Also makes perfetto adhere to chromium's DCHECK_ALWAYS_ON. Change-Id: Ia69b21d9b7b233caf61919085bafe1f4782ef4dd
