Move android_icu4j_resources to a filegroup Compiling the resources into a no-sources jar that is used by libcore would have needed the newly-required system_modules property to go along with no_standard_libs. Move it to a filegroup instead. Test: resources still exist in core-libart. Change-Id: I465fae2fb67caaf28463c5c550125eef5deb742a
