Update system_api to match BlueZ GATT API changes. The GATT API on BlueZ has made several changes, which are not reflected in the cros system api's dbus service constants. Though these changes aren't breaking for current functionality, they need to go in for Chrome OS to access new BlueZ GATT functionality. The current BlueZ GATT API is at: http://git.kernel.org/cgit/bluetooth/bluez.git/tree/doc/gatt-api.txt BUG=chromium:605388 TEST=None.
