Subject: [PATCH 52/52] Optional NEON support on ARM.
This patch causes ARM to build both the NEON and generic versions of
ChaCha20 and Poly1305. The NEON code can be enabled at run-time by
calling CRYPTO_set_NEON_capable(1).
