cheets_StartAndroid: move 9/10 tests to bvt-perbuild.
cheets_StartAndroid (formerly known as cheets_CTSHelper) became flaky with
a low level of noise. Instead of fully disabling this test on blocking
suites, it just moves 9 out of 10 control files to bvt-perbuild for
monitoring. The idea here is that we may still block major failures by
letting some flakes pass by. (Worst case I'll do the last file next week.)
