Remove flaky configuration tests from presubmit
Removing following tests from presubmit until flakiness is fixed.

ActivityManagerAppConfigurationTests.testConfigurationUpdatesWhenRotatingWhileDocked
ActivityManagerAppConfigurationTests.testConfigurationUpdatesWhenResizedFromDockedStack
