Un-suppress tests that no longer fail.
icu-known-failures.txt contained a number of expected failures that
no longer apply.
Only three of the failures are still happening at the moment (bugs
27374606, 23995372 and 33447162).
Two expectations are currently worked around by patching the tests (bugs
27711713, 27552651) and are left here for documentation purposes.
