CDD: Adding another minimum network capability for auto.
-Justification: Having networks marked with NET_CAPABILITY_OEM_PAID
will enable use-cases when implementer may want to pay for traffic for certain apps.
In this case an app may request a network with OEM-paid capability.
These networks are restricted and available only to system privileged apps
