Don't use prebuilt_apex when TARGET_FLATTEN_APEX is set to true

When the device does not support non-flattened APEX (i.e.
TARGET_FLATTEN_APEX is set to true), then ignore the prebuilt_apex
modules even when `prefer: true`.
