Upgrade wear-cts-postsubmit to wear-cts-presubmit

Using wear-cts-postsubmit, and then updating to wear-cts-presubmit, is not ideal for 2 reasons:
1. Adds more work/steps to the onboarding process
2. Even if the test is stable and upgraded to presubmit, it could still be become unstable later on. The module will be deprecated from presubmit by itself, so we do not have to manually manage the relegation/promotion to/from presubmit.
