SecurityPkg/TPM2: Move Tpm2PcrAllocateBanks() to Tpm2CommandLib

This patch just moves function Tpm2CommandAllocPcr() from
DxeTcg2PhysicalPresenceLib.c to Tpm2CommandLib as Tpm2PcrAllocateBanks()
and no functionality change.
