BaseTool/VfrCompile: Add missing question opcode

The function CheckQuestionOpCode is to check whether the opcode
is question opcode, but it misses two question opcodes:
'EFI_IFR_REF_OP' and 'EFI_IFR_RESET_BUTTON'. Now add them.
