Add Waze to the high refresh rate blacklist
Waze is metering its animations inside the app at either 30fps or 60fps.
They are working on explicitly choosing 60Hz refresh rate to avoid jank
from 90Hz, but for now blacklist the app. See bug 136496686 for more
details.
Bug: 137263132
Test:
1) Install Waze from the Play Store (Waze v4.52.5.5)
2) Navigate through various activities in the app, scroll the map
