scripts: Android.bp: add trusty_tee_package rule
Allows to generate Trusty image and ARM TF-A binaries
with the default generic TAs.
The generated tar.gz package can be used by Trusty
QEMU AVD, and thus allow to test co-dependent changes
in VM and TEE.
