arch: arm/arm64: Fix asserts Change DEBUG_ASSERT(1) to DEBUG_ASSERT(0), since the former is a no-op, and the latter is probably what was intended. Test: build, run Change-Id: I086a3b9a1c1876ff17ac76726b077c1b61d36623

note 1: for ubuntu: sudo apt-get install gcc-arm-none-eabi or fetch a prebuilt toolchain from http://newos.org/toolchains/arm-eabi-5.3.0-Linux-x86_64.tar.xz
