[test-runner] Use rpmb-over-serial for storage This improves performance on com.android.storage-unittest.tp by a factor of ~12. Additionally, by using an rpmb daemon we make it possible to change userspace to use this same fake rpmb device. Bug: 124277696 Change-Id: Id864cfde963fb8aae285735f1f107db77adae381
