ql-tipc: Support ATAP operations from bootloader

Add support for bootloaders to receive ATAP CA Request messages from
Keymaster and send ATAP CA Response messages to Keymaster. Add utilities
to support sending and receiving raw buffers from Keymaster.

Bug: 64370991
Test: Integrated trusty_atap_get_ca_request and trusty_atap_set_ca_response
      with U-boot on imx7d. Successfully provisioned the device and was
      able to generate attestations.
