Initialize AttestationIds in ReadAttestationIds DecodeFromFile will return KM_ERROR_OK even when it cannot find the file. We need to init the attestation_ids_p, otherwise crash might happen. Bug: 195118687 Test: manual Change-Id: If85f6eb8709681825091bdd7be3d96ee101fc492
