Add command line support for parsing CSRs We could parse factory CSRs already, but were missing support for the SignCertificates payload. Add this to aid with debugging implementation issues. Test: atest hwtrust_test Change-Id: Iae3092b82d4c94dfbfd5db5caf70bbdad29e4199
