[UI Tests] NewInstantAppTest unreliable

When the test is stressed, by running in a loop,
sometime files to find the Action to add an activity
because the Android Pane (left panel) is not focused.
This CL makes sure we always select a module on the
Android Pane, before attempting to add an Activity.

Bug: N/A Unreliable test stressed on a loop
