Find logs in local cuttlefish directories
This commit rewrites cvd_utils.FindLocalLogs. The function finds log
files by name extension. It can report the newly added logs in the
current version.
Test: acloud-dev create --local-image --local-instance -vv \
--report-file ./report.json
