Tolerate missing log directories
Remote cuttlefish log directories may not exist if ssh, launch_cvd, or
ota tool fails. The device factories catch the exceptions for missing
logs. They do not suppress the failure happening before log collection.
Test: acloud-dev create -vv --branch aosp-android14-gsi \
--build-target aosp_cf_x86_64_phone-userdebug --build-id 12706697 \
--local-system-image ./system.img
