Allow dumpstate prop to R vendor's allowlist
Because the property persist.dumpstate.verbose_logging.enabled is
defined by platform, but it's not in property_contexts. Adding the
property to the allowlist can allow vendors to define property contexts
for the property in the vendor's sepolicy, to pass dumpstate HAL VTS.
