kselftest: test changes related to 4.20 merge The 4.20 kselftest merge requires a few test configuration changes. The rtctest change has moved within the kselftest tree. Due to efivarfs and psock_tpacket now returning a kselftest skip code, and current limitations of the VTS kselftest harness, these tests need to be temporarily disabled.
