Skip VtsKernelProcFileApi.testProcQtaguidCtrlTest when qtaguid not supported

update to pass shell and dut to the file_optional function,
and check if qtaguid is supported according to the kernel
version information returned by the call of dut.getKernelVersion()
in file_optional function

Test: vts-tradefed run commandAndExit vts-kernel -m VtsKernelProcFileApi on hikey with 4.4/4.9/4.14 kernels
