Create new test module VtsKernelConfig

Separates KernelProcFileApiTest.testCheckConfigs to a new test
module. VtsKernelConfig checks /proc/config.gz to validate all
required configs are set with respect to the android-base.cfg
file specific to the kernel version of device.

Test: make vts -j40 && vts-tradefed run commandAndExit vts
--module VtsKernelConfig -l INFO
