move adb helpers into a common kernel utils library Factor out the adb helpers used by the checkpoint test so they can be used by other kernel tests. Remove VtsKernelCheckpointTest as it is no longer used. Bug: 181024194 Change-Id: I75fa280695486454ab857d9712e18afc72e5f7df
