Lengthen timeout on lower end devices

We see flaky failures on lower end devices which aren't always
able to finish the test within this timeout.  Such devices should
advertise a "ro.hw_timeout_multiplier" property, and we use that
to lengthen the timeout.

Test: mokey_go32 passes this test right after a reboot, even though it takes longer than 5 seconds to pass.
