Move common compat lib to platform_testing Continue to build the hostside piece of it here since those build files will be erased in tools/tradefederation/prebuilts for suites. Test: make cts Bug: 173811050 Change-Id: Ifa13542b0327839598da14d23d58f8e469de5dab
