Ensure we don't overly search in CompatibilityBuildhelper ANDROID_HOST_OUT and ANDROID_TARGET_OUT are already linked by tradefed to the tests dir when they exists so there is no need to explicitly search them. This resulted in atest finding more things than android-cts and different results.
