Load run history from previous run result. This makes it possible for RetryRescheduler to retrieve the run history of all previous runs and configure the current run with it. Bug: 119429181 Test: cts-tradefed run cts-unit-tests Change-Id: I9f69dc5b695919864a085a217b7f72415dbff505
