MLTS Arm Support Library - Remove the fp16 relaxing option. Confirmed with Arm, this option by default should be off, as it may reduce accuracy. We may decide to turn it on per specific use cases to improve performance depending on accuracy trade off. Test: Ran benchmark model tool without the option.
