Revert "golden_test.sh use files from the build system"

This reverts commit 147dfec6b0c0a9243bc632e53a480a4a358817fd.

Reason for revert: Broke the -next build because we aren't looking at the right golden files. Looks like -next checkbuild is NOT in presubmits...
