Created versioned/9 directory in tzdata module.

Preparation for the upcoming ICU update.
The way tz_version is created is ad-hoc, that will be addressed
later.

Except /apex/com.android.tzdata/etc/tz/versioned/8/tz_version,
tz_version uses 008 as the major version. The other files are identical.
/apex/com.android.tzdata/etc/tz/tz_version
/system/usr/share/zoneinfo/tz_version/tz_version
/apex/com.android.tzdata/etc/tz/versioned/9/tz_version
